(Suppressed by COSEWIC, despite very positive reviews of its own chosen reviewers. Why suppressed? ... because they couldn't get away with changing it to "reflect" (see 20000428) their political decision. Ask them for the other Reports they're suppressing; their own rules say they must release accepted reports on request, and this one was accepted. Their excuses and obfuscation are often childish and would be funny if Cod didn't matter.)
