Rule 1
The schedule of the MUN shall be drawn up by the Organizing Committee and shall be regarded as adopted at the beginning of the session. There shall be no additions or revisions to the agenda.
Rule 2
The Organizing Committee shall allocate schedule items to the main committees of the MUN.
Rule 3
The credentials of all members of delegations having been submitted to the Secretary-General and Organizing Committee in advance of the session of the MUN, shall be considered to have been adopted.
Rule 4
The officers of the MUN shall be selected by the Organizing Committee.
Rule 5
The President shall
a. declare the opening and closing of each plenary meeting.
b. direct the discussion in each plenary meeting.
c. ensure the observance of the Rules of Procedure of the MUN.
d. shall be the final arbiter of the rules of procedure.
e. put questions to a vote and announce the result of that vote.
f. rule on points of order.
g. limit the time to be allowed to speakers.
h. close the list of speakers.
i. close or adjourn debate.
j. appoint pages to serve the needs of the MUN during the session.
k. delegate the Vice-President any Presidential powers provided the President is not in the chair or present at the MUN session.
Rule 6
The President may not vote on any issue before the MUN.
Rule 7
The Secretary-General shall be appointed by the Organizing Committee in advance of each session of the MUN.
Rule 8
The Secretary-General and the staff of the Secretariat shall act in the
capacity of Secretariat for all meeting of the MUN and shall be responsible for
advance notice of sessions, reports of committees, and all documentation
necessary for the functioning of the MUN.
Quorum
Rule 9
A majority of the Member States of the MUN shall constitute a quorum in both Plenary meetings and Committee meetings.
Rule 10
No representative may address the Plenary sessions or Committee meetings of the MUN without first having obtained the permission of the President or Committee Chair to do so. Speakers signify their desire to speak by placing the name of their delegation on a speaker's list, or, in general debate, by raising the hand. Any speaker recognized by the chair must address remarks from the podium or any other place designated by the chair. A speaker may not address the MUN if remarks are not pertinent to the subject under discussion.
Rule 11
The President in the Plenary sessions and the Committee Chair in the Committee meetings may limit the time allotted to the remarks of any speaker and shall call speakers out of order if their remarks exceed the time allotted.
Rule 12
The President or Committee Chair will announce the formal opening of the list of speakers. They may also with the consent of the MUN declare the list closed. Lists may be reopened by the President or the Committee Chairs if time permits.
Rule 13
Proposals or resolutions, and amendments may be introduced orally, but a written copy must be given to the Secretary-General who shall circulate copies to the delegations of the MUN. The president may set deadlines for the submission of resolutions or amendments on any items and a limit to their number.
Rule 14
A motion may be withdrawn by he/she who proposed it at any time before voting on it has commenced. An amended motion may not be withdrawn. A motion which has been withdrawn may be reintroduced by any Member State of the MUN at any time during the session.
Rule 15
When a proposal has been adopted or rejected, it may not be reconsidered unless the MUN by a two-thirds majority of the Member States present and voting so decides. Debate on a motion to reconsider shall be accorded to only two Member States opposing the motion after which it shall immediately be put to a vote.
Adjournment and Closure of Debate
Rule 16
During the discussion of any matter a representative may move the adjournment or closure of the debate. Two representatives may speak in favor of, two against, the motion of closure or adjournment of debate, after which the motion shall be immediately put to a vote.
Rule 17
At any time a representative may move the suspension or adjournment of the meeting. Such a motion shall not be debated but shall immediately be put to a vote. The President or Committee Chair may refuse to entertain such a motion if it is felt that it would prevent the meeting from completing its work.
Rule 18
The following motions shall have precedence over all other proposals in the following order:
a. to suspend the meeting
b. to adjourn the meeting
c. to adjourn debate
d. to close debate
Rule 19
Procedural motions require a simple majority for adoption. In the case of a tie vote, a second ballot shall be made immediately. If the second vote results in a tie also, the motion is considered defeated.
Rule 20
A point of order is an intervention directed at the presiding officer requesting that officer to use some power inherent in the office or specifically given under the Rules of Procedure.
Rule 21
When a point of order is raised, the presiding officer must make a ruling immediately after the delegate has been heard. Under no circumstances is discussion allowed on a point of order. No further point of order may be introduced until the Chair has made a ruling on the previous one.
Rule 22
A decision of the presiding officer may be appealed by any Member State of the MUN as such an appeal is considered a difference of opinion, not a reflection of confidence in the chair. Only the appealing Member State and the Chair are permitted to speak to clarify to the MUN their interpretation of the ruling. A vote shall immediately be taken.
Rule 23
No delegate using a point of order may discuss the question under debate
while raising a point of order.
Voting
Rule 24
Each Member State of the MUN shall have one vote.
Rule 25
In Plenary session decisions on substantive questions and amendments shall be made by a two-thirds of the Member States the present and voting. Abstentions shall not be counted as a vote.
In the meetings of committees decisions are made by a simple majority of the Member States the present and Voting.
Representatives shall normally vote by a show of placards. Any representative may call for a roll-call vote in advance of the commencement of the voting on a resolution.
Role call votes shall not be taken on procedural questions.
Rule 26
In Plenary session, on so specified resolutions, as determined and specified by the Organizing Committee, the concurring votes of the Permanent Members of the Security Council shall be required in order for the resolution to be adopted. Abstentions and absences shall be deemed as concurring votes.
Rule 27
Operative parts of a proposal or of an amendment shall be voted separately. Those parts which are approved shall then be put to a vote as a whole. Perambulatory parts of a proposal or an amendment may not be voted on separately. If all operative parts of a proposal or amendment have been rejected, the proposal or amendment shall be considered to be rejected as a whole.
Rule 28
After the President or Committee Chair has announced the beginning of voting, no representative shall interrupt the voting. Member States may be allowed to explain their votes after the voting if time permits. The president or Committee Chair shall decide whether the right to explanation shall be granted and shall limit the time accorded such explanation.
Rule 29
When an amendment is moved to a proposal, the amendment shall be voted on first. If two amendments are moved to a proposal, the MUN shall first vote on the amendment furthest in substance removed from the original proposal. Where, however, the adoption of one amendment necessarily implies the rejection of another amendment, the latter shall not be put to a vote. A motion is considered an amendment if it merely adds to, deletes from, or revises part of that proposal.
No more than two amendments may be before Plenary or a Committee at any one time.
Rule 30
Notes between delegates are permitted and the President or Chair shall prescribe the prerequisite procedure.
Rule 31
Notes shall be addressed to the name of the Member State represented in the MUN and not to the individual delegate. All notes must bear the name of the issuing Member State of the MUN.
Rule 32
All notes must be concerned with the business of the MUN and the presiding officer is charged with all powers to examine any note to determine that such is so at any time.
Rule 33
Notes found to be trivial, insulting, or personal in nature shall be destroyed by the presiding officer and the issuing Member State shall be reprimanded from the chair.
Seating orders within the MUN shall be alphabetical from left to right, beginning at the front-left as seen from the chair. Determination of the first nation to be seated shall be at the discretion of the Organizing Committee. The seating order shall not be altered once set.
Lobbying shall be permitted vocally outside the main discussion room of the MUN or by notes conveyed within the discussion area. Vocal lobbying shall not take place within the discussion area when the MUN is in session.
It is considered that uncalled for interruptions of the representative of a Member State of the MUN while speaking is one of utmost disrespect and the offending representative shall be admonished by the chair.
During the speech of the representative of any Member State of the MUN, all other representatives shall remain seated. Representatives and delegations may leave and return to the discussion area only during changes in the speakers of the MUN.
Any announcements to the Member States and representatives of the MUN shall be directed through the presiding officer, done by passing a note to the head chair.
